Services Offered in this Program:
HEAP, WCP, PIPP Plus, First Energy Fuel Fund, PRC and The Water Affordability Program.
Description:
The
HEAP is a federally funded program designed to help low-income Ohioans’ with their heating bills. The program runs from August 1 to May 31. The
WCP, formerly known as “Emergency HEAP” was created to provide financial assistance to low-income households once per heating season that: are threatened with disconnection of their heating source; have already had service disconnected; need to establish new service or pay transfer service; or have 25% or less of the fuel capacity of their tank. The WCP runs from November 1 to March 31. Agencies have until April 15 to finish any incomplete or pending applications.
PIPP Plus is an extended payment arrangement that requires regulated gas and electric companies to accept payments based on a percentage of the household income. The
First Energy Fuel Fund Assistance provides a one time grant to past due customers of the Illuminating Company. Customers must have made a payment within the past 90 days in order to qualify for the program. The
Water Affordability Program assists income eligible homeowners with a 20% discount on their water bills. The
Prevention, Retention, Contingency Program (PRC) is for approved applicants to access their PRC funds for their utilities by scheduling an appointment through Cleveland Housing Network’s live PRC appointment hotline 216-664-6465.

Eligibility:
Households up to 200% of federal poverty level for HEAP and WCP. For the PIPP, eligibility is at 150% of the FPL. Also, income eligible households with a medical frail member who requires assistance verified by physician documentation.

Required Documents:
Social security numbers for all persons in household. At minimum, three months of total household income documentation for all members 18 years and older. Current utility bills (gas, electric), and photo id. Physician documentation required if household member has a medical condition, but not if member is 60 or older.
