What is PRC?

PRC is the “Prevention, Retention and Contingency” Program. The PRC program provides aid and services due to unexpected emergencies.

Who is eligible for PRC?

Eligible recipients must be a U.S. citizen or qualified alien, living with at least one minor child, are pregnant, or are the non-custodial parent of a child. Families must meet one of the following categories:

  1. Employed individuals, persons seeking assistance in order to seek employment, or persons engaged in post-secondary education in an approved, accredited program
  2. Shelter Assistance Services for rental assistance and/or security deposit when there is evidence of a court proceeding, or there is lead poisoning in the house
  3. Families establishing or re-establishing a household (through the Department of Children and Family Services, or who are participating in a domestic violence or housing program)
  4. Families impacted by Natural Disasters or Fires   

Who is not eligible for PRC?

Individuals who are not pregnant or who have no minor children, fugitive felons, and those convicted of program fraud, where repayment has not yet occurred.

What income limits apply to PRC?

The family’s income must be under 200% of the federal poverty level. Liquid assets above $1,000 are also considered.

For each additional family member, add $7,480 to the gross annual income limit.

What services/items are available through PRC?

Applicants who qualify may receive items and services which help to divert them from public assistance, help to maintain or obtain employment, help to remove barriers leading to neglect and abuse, help to stabilize the family, or establish a two-parent family.

Items may include uniforms, tools, work clothes, and car repairs; items to help keep the family in their own home or apartment such as rent payments and utility bills; and items for the children such as beds, mattresses, clothing, and winter boots. Items and services provided are based on individual family needs – the above items are examples and are not all-inclusive.

Application Process and Required Verifications

Applicants must complete and sign an application stating the emergency need and items requested. Before the PRC application is processed, applicants must explore other community resources that may meet their current need. The applicant should contact United Way First Call for Help at (216) 436-2000 or at http://www.211cleveland.org to see if other resources are available. The caseworker may assist the applicant with this process if needed and will verify that other resources were explored.

Applicants are also required to verify proof of income, minor children and residency. Applicants are responsible for completing all necessary documents and furnishing all available facts and information. Verification from the source of income must be obtained. Phone verification, with the applicant’s Sharing of Information form, is allowed.

Benefits will be issued within 30 days of receiving necessary paperwork, if found eligible.

Where do you apply for PRC?

At a Neighborhood Family Service Center. You may apply in person between 8:30 a.m. and 4:30 p.m., Monday-Friday, or call (216) 987-7000 to request an application by mail. Ohio Relay Service 711.
