Healthy Start / Healthy Families

  (Children's Health Insurance)
  • Healthy Start provides free health insurance for children of low and moderate-income working families.
  • Eligibility is determined by number of persons in the household and total household income. Children in eligible working families living in Cuyahoga County qualify until they reach their 19th birthday.
  • Children enrolled in Healthy Start receive care through an Managed Care Plan (MCP). The MCP provides a number of health care services, including: hospital or acute illness care, well-child checkups, dental care, eyeglasses, prescribed medicine, immunizations. At present, there are two Managed Care Plans in the program; families may choose their MCP based on their own priorities for convenient location, hospitals, selection of doctors, etc.
  • Apply by mail; no office visit is necessary.
